Roland Larson is an agent with the Federal Witness Protection Program, assigned to protect a woman whose testimony has the potential to uncover and convict the perpetrators of a massive ring of insurance fraud and Medicare abuse.

The targets of the investigation have employed a hit man skilled in the use of a razor sharp blade, and one by one the agents protecting the potential witness are literally cut down. Hope Stevens manages to escape his clutches and before anyone can stop her, she flees for her life, eluding both the federal agents and her former employers determined to silence her forever.

After several years have elapsed, Roland hears her distinctive laughter during an evening at the theater and begins a quest to return her to custody and obtain her testimony.

The action moves from the Middle West to Florida and back across the country to the Pacific Northwest. The reader learns that Larson has a poignant personal stake in the safety of his fugitive witness. Hope Stevens proves herself to be anything except a helpless victim as she and Larson strive to stay one step ahead of the bad guys.
