After an intruder enters her home, Holly Mathews manages to kill him. However, she realizes the culprit needed help to break in as he disabled the security system by punching in the code and had the front door key. Concluding that her husband Randolph wants her dead, Holly flees her home taking their son Mikey with her. Holly relocates under the guise of a widow with a son Harry (for Potter), calling herself Elizabeth Baker in Brisbee, Arizona.

Her dying mother informs Meredith Rawson that she has a half-sister, who she wants treated right by splitting a trust fund between them. Meredith confronts her father who is in denial. He, in turn, calls someone to warn them what occurred, but is told to fix it or else. Now someone wants Meredith dead with only Detective Gage Gaynor, working a cold murder case that ties to her powerful family, keeping her safe.

COLD TARGET is an exhilarating romantic suspense with ever increasing tension as the half-siblings who did not know the other existed are in danger from powerful interests. Though the climax seems shaky, the story line moves at full speed so that the audience has quite a ride while waiting to learn the truth. The romance takes a somewhat back seat, yet is not neglected as readers receive an entertaining action-packed thriller.
